What's the underlying purpose of the Quieting Titles Act of 1959

Dear Editor,

The World Bank's latest statistics rate the Bahamas 89th out of 189 countries when it comes to ease of doing business. What we were not told is that we rank 182nd when it comes to property registration.
Isn't land ownership one of the most important factors in wealth creation? All of our prime ministers have been lawyers so I wonder if there is an explanation for this rating. Keep in mind that the administration of land and surveys resides in the Office of the Prime Minister.
Haven't there been enough land scams where people were outright robbed and left in financial ruin? Bahamians continue to pay for land that they will soon realize is not theirs to keep.
I acquired a property through the bank some years back and after payment was complete, was astonished to find that my land was the target of some unscrupulous individuals. Some of the land quieters (robbers) continue to be a part of society's elite and are ruthless in their efforts.
Can someone please tell me what purpose the Quieting Titles Act of 1959 serves in 2014? Positive answers are also welcomed.
No government to date has seen the need to correct this egregious act in 54 years, 47 of which were during majority rule. Even the Privy Council has voiced its concern.
In this instance, 182nd out of 189 speaks volumes. It is easy math and even a layman can understand the implications.
