Ingraham seems stuck between two painful alternatives: a) shut down the web cafes and drive numbers underground, which will anger thousands and deny the government an opportunity to gain taxation revenue it desperately needs; b) legalize and regulate numbers, but be condemned in pulpits across the nation.
