In 1952, T.H.  Marshall,
proposed a pyramid structure of rights that would ensure and guarantee
a free and just society.  In the mind of Marshall the foundation of the
pyramid consisted of what he called the political right.  At the core
of the political right was the most fundamental right of a citizen in a
democracy-the right to vote by secret ballot.  On top of the foundation
of the political right, Marshall placed the economic right, which
guaranteed the individual the right of access to work, not a job, but
the access to a job. On top of the Economic right Marshall further
placed the social right and on top of the social right, was the apex of
the pyramid- the cultural right of the individual in his community and
nation state...
