Bell raises alarm on state of prison

The population of Her Majesty's Prisons has swelled well beyond 1,500 and the overcrowding problem is actually worsening crime, as the institution breeds and eventually "unleashes animals" back into society, according to Minister of State for National Security Keith Bell.
