Consultation on Measures for the Collection and and Reporting of Market Data by Specified Licensees in the Electronics Communication Sector

The Utilities Regulation and Competition Authority (URCA) issues this addendum relative to the captioned consultation document.

This document is in furtherance to URCA’s 28 July 2017 Press Release advising interested parties of URCA’s intention to issue an addendum setting out the substantive changes it proposes to make to ECS 05/2017 and to extend deadline date for the submission of responses.

Among other things, ECS 05/2017 outlined URCA’s proposed format for the collection and reporting of market data and invited licensees and the public to submit responses to same on or before 31 July 2017.

Subsequent to the publication of the consultation document, URCA notes that there were metrics that needed to be added to the document for an inclusive and comprehensive consultation process hence, the justification for revising the consultation document.

Amendments have been made to Table 5 of the consultation document in fulfillment of URCA’s annual reporting requirements to the International Telecommunications Union (ITU).

These amendments are designed specifically for the sole purpose of capturing information for ITU’s Information and Communication Technology (ICT) Development Index (IDI).

The additional information to be collected will be submitted to the ITU for calculation of the Bahamas’ position in the annual IDI.

The IDI is a composite index that combines several indicators to one benchmark measure and is used to analyze developments in ICT between countries over time.

The additional information to be collected should enhance The Bahamas’ ranking in the global IDI.

All revisions made to the consultation document are outlined below.
