Even as the Baha Mar development continues in limbo, while rumors and whispers abound, it is considered a fait accompli that a major market for the property is China. Given that understanding, news out of Beijing that China had the world's largest number of outbound tourists in 2015 might be considered good news. The information is according to data from the China National Tourism Administration (CNTA). In fact, according to CNTA, about 120 million Chinese traveled overseas in 2015, up from 109 million the previous year. This was an increase of 19.5 percent year on year and nearly 13 times the level in 1998, CNTA data showed.

The administration attributes the increase in outbound tourists to more relaxed visa policies and rising disposable incomes. Baha Mar is financed by the China Export-Import (CEXIM) Bank, and was built by China Construction America (CCA). The smart money suggests the companies with whom the bank is in discussions, now that the property is in receivership, must include some Chinese representation.
