445 guns seized this year

Over the past 11 months, police have confiscated 445 guns in The Bahamas, according to statistics released by the Royal Bahamas Police Force.
Additionally, 6,232 rounds of ammunition have also been confiscated.
Among the firearms that have been seized, there were revolvers, shotguns, pistols, rifles, prohibited firearms and imitation firearms, according to the statistics.
One hundred and ninety-one pistols and 134 shot guns were confiscated.
Pollice Commissioner Ellison Greenslade said ground intelligence led to the discovery of 283 or 63 percent of the guns seized.
Greenslade said the police force is working to improve public participation in that regard.
"If our communities are fully accepting that they should be a part of what we do to help to keep the communities safe, well ring us up and say 'I'm going to tell you where a gun is'," he said.
"The information comes in to us and the majority of the weapons that we recovered have been recovered as a result of community support."
Up to the same time last year, police had seized about 500 weapons.
Police had also recovered more than 11,000 rounds of ammunition.
Last year, the government had a gun amnesty period. During the month-long amnesty 75 guns were turned in.
The amnesty period came as the government introduced mandatory minimum sentences for firearm offenses.
Now anyone convicted of unlawful possession of a firearm or ammunition is imprisoned for a minimum of four years.

75 guns turned in

Seventy-five illegal firearms and nearly 5,000 rounds of ammunition were turned in during the monthlong gun amnesty, which ended on Thursday, according to police.Commissioner of Police Ellison Greenslade told The Nassau Guardian yesterday the gun amnesty was very effective in the fight against crime.

The commissioner noted that more than 400 illegal firearms, and in excess of 10,000 rounds of ammunition have been recovered by police for the year.

"We are very pleased with the number of illegal weapons that have been turned in," Greenslade said. "If you add that to the number of weapons that we recover in normal police operations, that number is very high."

Prime Minister Hubert Ingraham announced last month that for a period of 30 days all citizens and other people could turn in any and all illegal firearms in their possession to police.

Now that that period is over, anyone convicted of unlawful possession of a firearm or ammunition will, upon conviction, be imprisoned for a minimum of four years.

While Greenslade said he was pleased with the results, he pointed out that the gun amnesty was not a part of the long-term police strategy.

"That was an extension of the olive branch, where in good faith an invitation was extended to the public,"he said.

"The government and the police have said, look, here is an opportunity to turn in that weapon. You should not have it to begin with, but if you've got illegal weapons in your possession, we asked that you turn [them] in and lots of people have heeded to that call."

Greenslade warned that people who have illegal firearms but failed to turn them in will be found, arrested and swiftly brought before the courts.

He also warned people who have not renewed their gun licenses to do so immediately.

"The thing that I am concerned about also is the fact that there are well meaning citizens, decent citizens of this country that legitimately possess weapons, in particular shotguns and rifles, that they may not have renewed their licenses," Greenslade said.

"If that license is not renewed you're in a bad position. You need to turn that weapon in or you need to get it renewed or face the consequences of being charged in criminal court. I wouldn't want to see that happen."

He added, "I really want to make this appeal to decent citizens who have done everything correctly thus far, to simply find those extra pennies and ensure that gun is licensed."

A closer look at the PLP's 'vision'

Enclosed in the Progressive Liberal Party's (PLP) recently released plan for the country are hundreds of promises; some big, some small.
The PLP released its 'Vision 2030: A Charter for Governance' national plan on Monday night.
The PLP said the plan offers "new and innovative solutions for a wide range of challenges facing the nation, and reflects the PLP's belief that the next government's priorities must begin with fighting crime, creating jobs, and securing our borders".
As previously reported, the PLP plans to tackle at least 14 major issues within its first 100 days in office if it wins the next general election. However, the PLP also made short, medium and long-term promises to the Bahamian people in the nearly 200-page document.
Education is figured prominently in the plan.
One of the promises the PLP made is to establish a high school equivalency program for dropouts.
"The PLP accepts that...there are many adults whose educational training was prematurely ended before high school completion for a myriad of reasons," the PLP said. "Many adults with incomplete educational training would be more capable of making a meaningful contribution to society if given an opportunity to attain a qualification equivalent to a high school diploma."
The PLP said it promises to establish a program in which adults can "receive certification equivalent to a high school diploma in core areas of study" and "work with private and public tertiary centers in digitizing education programs to give adult learners, the physically challenged and working professionals the opportunity to continue their education at home and at their own pace".
The PLP's crime plan is also featured prominently in its vision.
As a part of the party's plan to tackle crime, the PLP promises through its 'Crime Management Agenda' to introduce a national firearm control strategy to counter the proliferation of illegal weapons.

"Currently, most murders, three-quarters of all armed robberies, and more than two-thirds of all non-fatal violent injuries are committed with the use of a firearm. There has been a paradigm shift in the type of firearm being used in the commission of offenses. There has been a move from the conventional handgun to high-powered weapons such as assault rifles," the PLP noted.Through its strategy, the PLP said it will establish a "proper firearms department and database; channel requisite resources to enhance intelligence gathering capabilities; review and introduce where necessary improved border protection initiatives; and ensure ongoing and widespread public education on conflict resolution via non-violent means".
As it relates to the legal use of firearms, the PLP said it would require that all license holders receive safety training. That would mean training for about 20,000 firearm license holders.
"These licenses were issued without any safety training requirement. As a firearm is a dangerous instrument, a PLP government would enact legislation to require basic and continuing safety training for all holders of firearm licenses," the plan said.
Bahamians can apply for firearm licenses for hunting purposes under the law.
With regard to the death penalty, the PLP promises to introduce a dedicated team of attorneys within the Office of the Attorney General to review all existing murder cases that are completed with the object of ensuring that all avenues of appeal are exhausted without delay.
"Cases that are complete and warrant the death penalty shall be disposed of expeditiously," the PLP said.
It also promises to "review existing murder cases to determine those which are heinous in nature and warrant the death penalty".
"These cases will be fast-tracked to the Supreme Court to ensure that our laws are no longer reduced to bluffs," the PLP promised.
The PLP also promised to further efforts to rehabilitate prison inmates by amending the Rehabilitation of Offenders Act to allow for the creation of a Rehabilitation of Offenders Committee.
The PLP said the committee will be responsible for hearing applications by young and first-time offenders for the removal of criminal records after the prescribed minimum period; the successful completion of a rehabilitation course; and, after the committee is satisfied that the applicant has been rehabilitated.
"This program would give deserving ex-offenders an accelerated path towards fully integrating into society," the plan said.
As for the long term interventions to deal with prison overcrowding, the PLP said it would consider plans for the construction of a new prison compound at a different site.
It also promised to formally establish halfway houses to facilitate the smooth transition of ex-offenders into society. This effort would be carried out in conjunction with social partners, the PLP said.
The PLP is also proposing to establish a Ministry of Social Services, Community Development and Gender Affairs.
"As the major player in driving the social development agenda, social services will be reestablished as a ministry and expanded to address issues affecting both males and females," said the PLP, adding that it would "restructure the Department of Social Services to incorporate more levels of responsibility, but with a strong ethos of accountability and professionalism [and] ensure adequate staffing and training for social workers".
Among other things, the PLP plans to address poverty, address the backlog in criminal cases, diversify and revolutionize the economy, and reduce the cost of electricity.
