PRIME MINISTER Hubert Ingraham addressed the nation last night by national television and radio promising sweeping changes in his government's approach to the fight against violent crime.

Along with amendments to Bail, the Death Penalty, and Firearms and Dangerous Drugs Act, the government intends to introduce new legislation for the control and regulation of Pawnbrokers and Second-hand dealers. These amendments come with a view to not only identify and shut down drug houses, but also to regulate pawnbrokers and second-hand dealers such as "cash for gold and scrap-metal operators" to block the onward sale of stolen proper ...
